In 1989 Thomas Neve purchased a used van and started a homeless mobile out-reach program which provided hot meals, clothing, health aids and referrals to shelters and programs.  He accomplished this service task daily at the end of his work day from the City of New York

The following year he rented a small storefront space for stock and operation of the program. 

Reaching-Out Community Services, Inc. (RCS) was founded and incorporated in 1992.

It was then that the journey began as an official 501(c) 3 volunteer non-profit organization.  At this time the emergency food program was established for low income individuals and families.

In 1993, RCS grew to the point where space was not accommodating all the recipients who came to the program.  Reaching-Out then moved to a larger facility on Bath Avenue in Brooklyn.  By 1996, RCS became the first client choice supermarket-style food pantry. This service enabled the recipients to receive food, based on their dietary needs.  It also emits a dignified manner in helping those who are less fortunate.  While serving over 800 families and providing various services such as social services and other needed programs, RCS once again relocated to a larger facility on New Utrecht Avenue in Brooklyn in 2007.  Over 3,000 families were served in 2009.  As of April 2010, we  presently serve over 3,300 families in 16 postal district zip code communities.    

To date, we are now in the process of becoming a Food Stamp Electronic Submission Site whereas individuals throughout various communities can apply for food stamps and other essential benefits. 

Reaching-Out Community Services will continue to promote self-sufficiency to low income individuals and families who are facing hardship as well as offering a place of hope in their time of need.
